I have the honour to acknowledge the receipt of your note of the 30th. ultimo, informing me that you had received a despatch from the Governor of Hongkong in which His Ex- cellency states that no improvement has recently taken place as regards the suppression of the smuggling of pre- pared opium into Hongkong. His Excellency moreover attach- ed a statement of the seizures made from the 1st. August, at least eight of these being cases in which the opium was smuggled from Chinese territory under my jurisdiction, and urged that fresh measures be adoped to put down the ill1- cit traffic.

In reply I have the honour to state, with reference to this question, that I have already received telegraphic in- structions from the Wai"upu, in pursuance of which I have directed the Commissioners of Customs under my jurisdiction to have a careful search made of all Hongkong bound vessels with a view to the complete suppression of the traffic. Should any person engaged in smuggling opium refuse to be examined, he will be detained and punished. The CustomS authorities are moreover instructed to bring these measures to the notice of the local officials for their co-operation and the likin offices to depute officials to conduct period- -ical and searching investigations so that the smuggling of opim may be speedily put down.

A proclamation will be issued notifying merchants and others in this sense.

Having, however, received your present despatch, I` have now issued further instructions for greater care to be ex- ercised in the future.
